The Doctoral Program in Political Science and Public Administration presents a high social interest, represented by the growing demand for applied social and political research and training for the realization of certain professional activities. In fact, and considering, precisely, the very likely professional profile of a part of the students who will study the doctorate, either as members of any of the Public Administrations or other social and political organizations, it is planned to include in the offer of places a percentage of them for students who wish to study part-time. Likewise, the Program is directly related to the National R + D + i Plan, both for promoting quality research, evidenced in this case by contributing to the solution of the serious current social and political problems of Spanish society. After that, the publication of its results in forums and high impact editions is foreseen.

In article 7 of the Rector's Resolution 42/2012, of February 6, which orders the publication of the Doctorate Regulations of the University of Murcia, the requirements for access to a doctoral program are established:
The university valid recognitions.
The Governing Council of July 6, 2012, has approved the quality assurance system of the doctoral programs of the University of Murcia, whose documentation is attached, and which covers all of the doctoral programs that are implant in it.
This system includes the contents foreseen for this point in Royal Decree 99/2011 of January 28, which regulates official doctoral studies.
Guide for its implementation and for the review, improvement and results of the doctoral program
Royal Decree 1393/2007 establishing the organization of official university education (modified by Royal Decree 861/2010) establishes the general framework for the regulation of the verification, monitoring and accreditation processes to which the university teachings.
Royal Decree 99/2011, which regulates official doctorate studies, is the frame of reference for the organization of doctoral studies. This regulation incorporates recommendations that refer to the structure and organization of the doctorate, competences to be acquired by doctoral students, the conditions of access and the development of the research career in its initial stage, the fundamental role of supervision and supervision of training researcher, to the insertion of this training in a research environment that encourages communication and creativity, internationalization and mobilization.
This document, taking into account the aforementioned regulations as well as the evaluation protocol for the verification of official doctoral studies, is a guide that facilitates the implementation of the quality assurance system and the revision and improvement of the programs of doctorate through the analysis of the different results achieved.
The quality assurance system of the doctorate programs of the University of Murcia is based on the collection of information on the key aspects of the development of these programs to proceed with a reflexive analysis from which the appropriate conclusions will be drawn, in any case , to the solution of possible deviations and to the contribution of improvement proposals. This analysis is the cornerstone of the system and it is therefore essential that it be conveniently reflected in the different minutes of the Quality Assurance Committee of the program (section 3). In this way, the minutes will show the functioning of the doctoral programs in all their areas.
The doctoral programs are developed according to a previous planning based on the report prepared for verification, the results of this development make up the input information that the Quality Assurance Committee should analyze according to the previous paragraph.
C oordinador quality PhD program (CCD) : The program coordinator PhD act as coordinator quality. It is responsible for all the actions indicated in the quality assurance system to be carried out.
Quality assurance committee of the doctoral program (CGCD) : The academic commission of the program will act as such (indicate if its composition has been indicated in some section of the presented report and if it should not be indicated in this point) with the possible participation of other agents involved in the doctoral program: teachers, doctoral students , responsible academics, support staff and other external agents, at the decision of the commission itself and taking into account the configuration of each doctoral program and the relationship with other research institutions, such as the CSIC, companies or entities of recognized prestige, other research and innovation centers, etc. The function of this commission will be to analyze the results of the different procedures that make up the quality assurance system and, based on that analysis, to elaborate the action proposals that it deems appropriate,carrying out the monitoring of them.
If the doctoral program is assigned to a Center, the CGCD will report the results of the analyzes made to the Center's Quality Assurance Committee. In the event that the program is attached to the International Doctoral School, you must inform the Directorate of the same.
University: Commits to have updated the regulations on presentation and reading of doctoral theses. It also guarantees the existence of recognition mechanisms for the authorization and thesis management work.
To know the satisfaction, needs and expectations, the CGCD will prepare a multiannual plan to collect opinions , according to which interest groups to consult (doctoral students, academic staff, graduates, etc.) what information is interesting to obtain, at what time (when and periodicity) and how to do it (surveys, focus groups, etc.). Said plan must be approved and be recorded in a committee minutes. (For the preparation of the plan see ANNEX I)
The results of the satisfaction will be analyzed by the commission itself, recording the results of this analysis in the corresponding minutes.
The doctoral programs will have a planning of the training activities and their temporal development and duration including the organization with the students enrolled part-time. The CGCD will carry out a quarterly follow-up of the development of the doctoral program, taking into account what is stated in the Verification Report on the control procedures of the training activities.
Likewise, the CGCD will ensure that the guide of good practices for the direction of doctoral theses is permanently updated and will check that tutor and thesis supervisor are assigned as planned. The CGCD will also ensure that the document of activities of each doctorate is checked, their data are certified and the research plan and the document of activities of each doctoral student are valued. For this purpose, the "PhD student's card" will be used. " .
Given the interest of the program in the participation of international experts, their participation will be enhanced to the extent that economic issues and conditions permit. Evidence of such participation will be collected and analyzed by the CGCD.
The doctorate program is concerned with the mobility of its doctoral students, for which it establishes relations and agreements with companies and other entities, of which the CCD informs the CGCD to analyze its convenience and establish the criteria for participation and selection. Likewise, the CGCD will be responsible for adequately informing the doctoral students, will carry out the selection of the participating doctoral students and will monitor and evaluate the activity carried out by each doctoral student.
To this end, the CGCD will establish, and review its updating, the evaluation criteria, it may delegate the follow-up to the doctoral directors, who will report on the results obtained.
The CGCD will systematically analyze the results of the mobility and will record this analysis and the conclusions and proposals for improvement in the corresponding minutes. Always contemplating the indicated in the Memory.
During the five years following the reading of the doctoral thesis, the graduate doctors will be followed up on their labor insertion. The survey method will be used, which will be done three and five years after the date of reading, to know their employment status, the achievement of scholarships or other types of aid and satisfaction with the program.
In the case that graduate doctors who have been linked to the University of Murcia, they will be required to report annual information. The surveys and the corresponding reports will be carried out by the Employment Observatory of the COIE.
Satisfaction with the training received, information on the labor insertion of the graduates, as well as the percentage of students who get support for postdoctoral contracts and any other information considered relevant will be carefully analyzed by the CGCD to draw the appropriate conclusions and undertake the improvement actions that it considers convenient. All this will be recorded in the corresponding minutes.
Based on the estimates made in the report or the limit values (objectives) that may have been established for the different indicators, the CGCD will analyze the different results, stating that analysis in the corresponding minutes.

During the review and improvement process, the CGCD will use the results of the analysis to know the suitability of the program and to establish the improvement actions it deems appropriate.
The CGCD will monitor the Report presented to ensure that human and material resources, program planning, etc., are carried out and updated as indicated in said Report.
In this follow-up, it is also necessary to review:
The CGCD assumes a commitment of transparency and accountability to the agents interested in the doctoral program. To this end, it undertakes to provide information on the program, the income profile, satisfaction of the groups, development of the program, results obtained as well as the analysis thereof and the proposals for improvement. For this, it will use the program's website and will give direct information (meetings or e-mail) to students and teachers.
In its quarterly meetings the CCD will inform about the update of the Web and the communication maintained with teachers and students to the CGCD.
In addition, the CCD will ensure that the Web has updated information on enrollment, orientation to new students, admission and selection procedures, training complements, etc.
The CGCD will verify annually that all the actions foreseen in the SGC and the Report have been carried out (Annex II) and that, consequently, the corresponding Improvement Plan has been drawn up, which can be configured as such plan or as the sum of a series of specific actions that have been approved throughout the course.
In relation to the above, in its quarterly meetings, the CGCD will monitor those activities included in the Improvement Plan that are being carried out to assess their effectiveness.
In the case of doctoral programs in which more than one university participates, an agreement will be established between them in order to ensure that the University responsible for coordination receives information from the rest on the follow-up of the development and the analysis of the results .
In addition, the CGCD will ensure that the information provided is complete and up-to-date on the web pages of all the universities participating in the program, as well as that the appropriate analyzes are carried out to monitor the program, memory and guarantee system in the corresponding part to each of these universities.
